This material is a report on the results of a needs assessment of internally displaced persons in the Irshava community of Zakarpattia Oblast. Key findings:
The analysis identified three key barriers to the integration of displaced persons: a housing crisis, low purchasing power, and social passivity. Most IDPs spend their funds only on basic survival, while there is a critical lack of rent compensation programs or affordable lending. For the community, the priority must be the transition from one-time humanitarian aid to systemic solutions: the creation of new jobs with decent pay and the implementation of tools to involve displaced persons in local self-governance.
