Report on the results of long-term monitoring of administrative practices of local authorities in Zakarpattia region regarding the guarantee of freedom of peaceful assembly during the period from August 2010 to May 2011. The report analyzes administrative and judicial practices, identifying systematic violations of citizens' constitutional rights by local authorities and courts. The primary data collection tools included the analysis of court rulings, regulatory acts of local self-government bodies, and direct observation of protest actions

Key findings:
In 2010-2011, systematic violations of the freedom of peaceful assembly were recorded in Zakarpattia, manifested through the illegal use of Soviet regulatory acts and unreasonable judicial bans based on assumptions rather than real threats. The primary problems identified were the local authorities exceeding their powers when establishing "approval" procedures for actions and the courts' disregard for international human rights standards. At the same time, the actions of law enforcement agencies during this period were assessed as predominantly neutral, despite isolated cases of conflict in the regional center
