Implementation of Forms of Direct Democracy

The manual is devoted to the practical aspects of implementing direct democracy in Ukraine. The authors consider direct democracy as a system of mechanisms that allow citizens to participate personally in the development and adoption of state and municipal decisions, bypassing intermediaries in the form of government authorities. The main focus of the publication is on procedural regulations in the community charter, provisions on general meetings, local initiatives, public hearings, and bodies of self-organization of the population using a specific example. Later, in 2009, a revised edition of this manual was released with additions and amendments. The electronic version of the publication has not been preserved, but a printed copy is available in the organization's library.
