The manual examines an original Polish methodology for implementing ethical and effective management in local government bodies in accordance with the six principles of good governance. It highlights the experience of piloting this methodology in Ukraine and illustrates it using the example of the executive bodies of the Perechyn Town Council

Key findings:
The implementation of the "Good Governance Model" allows communities to transform local authorities from a closed structure into a transparent service center where the public interest is the top priority. The foundation of this system is six principles: transparency, intolerance of corruption, public participation, predictability, professionalism, and accountability which collectively create conditions for ethical governance and the effective prevention of abuse. The practical implementation of the model through tools such as "service maps," codes of ethics, and open reports ensures a transition to partnership relations between the administration and residents
