This report presents the results of a gender analysis of program documents for the Zakarpattia region and the city of Uzhhorod, aimed at supporting the Roma community, youth, and the implementation of UN Resolution 1325 "Women, Peace, and Security." The primary focus of the study is to assess whether these programs address the needs of women and girls, particularly among IDPs and residents of compact Roma settlements, in the context of protection against gender-based violence

Key findings:
The analysis demonstrates a significant gap between formal action plans and real-world challenges: most documents concerning the Roma minority remains gender-blind, lack specific terminology, and ignore the issue of domestic and gender-based violence. Fundamental changes in regional policy planning approaches are necessary through the implementation of gender-sensitive indicators and specific measures to protect vulnerable groups. Beyond the formal mention of "women and girls," targeted programs must include practical measures for employment assistance for Roma women and the creation of specialized support services for survivors of violence
