This publication is a methodological guide, published in 2013 by the Public Organization "Resource Center for Associations of Co-owners of Apartment Buildings" (Lviv). It is dedicated to the results of a project on exchanging best practices, knowledge, and experience in managing co-owner associations of apartment buildings between experts and heads of associations from Western and Eastern regions of Ukraine. The collection's materials cover practical cases of real associations (including "Mistechko" and "Oberih" in Novovolynsk and Lviv), and also contain expert explanations regarding legal, financial, and organizational aspects of their activities: from establishing associations, maintaining accounting records, and optimizing staff, to attracting grants, implementing energy-saving measures, and formalizing adjacent territories

Key findings:
Uniting individual co-owner associations of apartment buildings into larger associations is a significantly more effective format for managing housing stock, as it allows for substantial optimization of administrative costs, prompt response to emergency situations, and stronger protection of residents' interests against monopolists and local authorities. At the same time, the success of such activities directly depends on overcoming co-owners' passivity through transparent reporting, actively attracting alternative funding (international grants, loans, and business investments) for thermal modernization of buildings, and implementing energy-saving measures that pay for themselves in a matter of months and bring real savings to residents' budgets
