The handbook examines the Polish methodology for informing citizens about the services provided by executive bodies of local communities in accordance with the principles of good governance. It highlights the experience of piloting this methodology and provides illustrations through descriptions of services offered by the executive bodies of the territorial community of the city of Perechyn in the Zakarpattia region. The service descriptions are current as of January 1, 2009.

Key findings:
This publication summarizes the results of implementing the Polish methodology for informing citizens about the work of local self-government bodies, based on the executive bodies of the Perechyn City Council in terms of transparency and ethics. The development of detailed service information cards (specifying the list of documents, deadlines, and costs) significantly increases the level of community trust, reduces service time for residents, and minimizes corruption risks through equal treatment of all clients; and most importantly, discussions on ethical issues took place, leading to the adoption of a code of ethics by the meeting of city council employees
