Assessment of the Media Relations Department of the Uzhhorod City Council

This report reflects the results of an external assessment of the Media Relations Department of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:

According to the results of the external assessment, the Media Relations Department of the Uzhhorod City Council demonstrates significant results in the areas of information (2.42 points) and partnership (2.33 points), ensuring prompt media support, democratic communication with journalists via social networks, and the existence of a public engagement plan. At the same time, the indicators for consultation (0.00 points) and involvement in policy-making (0.42 points) remain critically low, due to the absence of advisory bodies, internal long-term work plans, and formalized public monitoring procedures. Key recommendations are focused on creating a dedicated section for the department's activities on the council's website, implementing informal focus groups with media professionals, and developing mechanisms for delegating powers to civil society institutions.
