This report reflects the results of an external assessment of the General Department of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

The indicators for information (1.00 point), involvement in policy-making (0.42 points), and partnership (0.58 points) indicate that results are largely unmeasured or that only intentions are declared. Critical factors include the lack of an internal communication strategy, unsystematic information about the unit's activities on the official website, and a lack of practice in conducting public consultations or creating advisory bodies. Key recommendations are focused on creating a dedicated section for the department's activities on the council's website, implementing public monitoring procedures, and developing a CSO database to establish potential partnerships.
