This report reflects the results of an external assessment of the Department of Urban Planning and Architecture of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:
According to the results of the external evaluation, the Department of Urban Planning and Architecture of the Uzhhorod City Council demonstrates the highest level of progress in the area of information provision (3.00 points), which indicates a steady practice of data disclosure, even though the department lacks its own communication strategy. The indicators for conducting consultations (2.00 points), partnership (1.25 points), and involvement in policymaking (0.58 points) indicate that interaction is mostly fragmentary or purely formal in nature. Critical factors include low transparency in the work of the architectural and urban planning council, a lack of systematic involvement of residents in the planning of the Department's activities, and insufficient visualization of urban planning documentation on the official website. Key recommendations are aimed at developing an internal media plan, introducing electronic consultations on territorial improvement, the mandatory publication of minutes from advisory bodies, and the creation of interactive tools for community feedback.
