This report reflects the results of an external assessment of the Department of Urban Economy of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:
According to the results of the external assessment, the Department of Urban Economy of the Uzhhorod City Council demonstrates mostly insignificant results in most areas of interaction, receiving its highest score for the level of involvement in policy-making (2.16 points). The indicators for information (2.08 points) and especially partnership (0.33 points) indicate selective provision of information, the lack of an internal communication strategy, and a lack of stable partnerships with CSOs. The level of consultation was also rated at 2.08 points due to the lack of plans for conducting them, systematic reporting on the consideration of proposals, and the practice of initiating dialogue only under conflict conditions. Critical factors include insufficient transparency in the work of advisory bodies, the absence of announcements for their meetings, and a lack of information regarding the progress of work by contractors. Key recommendations are focused on creating a dedicated section for the Department's activities on the council's website, publishing minutes of advisory bodies, and developing consultation plans involving professional CSOs in joint projects.
