This report reflects the results of an external assessment of the Department of International Cooperation and Innovation of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:
The interaction of the Department of International Cooperation and Innovation of the Uzhhorod City Council with the public is at an initial level, receiving its highest scores only in the area of partnership (2.25 out of 4), where the effective implementation of joint projects with non-governmental organizations was noted. At the same time, the levels of information (1.16) and consultation (1.33) demonstrated low performance due to the lack of internal communication strategies, failure to publish annual reports, and a lack of practice in officially recording public proposals. The most critical situation is the involvement of the public in policy-making (0.00 points), as no advisory bodies have been established under the Department, and mechanisms for public monitoring are entirely absent. To improve the situation, experts recommend systematizing information on the website, implementing mandatory reporting on the results of consultations, and creating a database of potential partners among CSOs.
