This report reflects the results of an external assessment of the Department of Education of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:
According to the results of the external evaluation, the Education Department of the Uzhhorod City Council demonstrates significant results in most areas of interaction, receiving the highest scores for the levels of consultation and public involvement in policymaking (2.50 points each). The indicators for information provision (2.25 points) and partnership (2.10 points) indicate steady communication, although the level of partnership relations was rated lowest due to a lack of systematicity and power delegation procedures. Positive factors include active work with the "Korzo" student government, consideration of well-founded public proposals, and the use of social networks to monitor requests. At the same time, critical shortcomings remain: the absence of its own communication strategy, insufficient representativeness of the department's board (a lack of parents and students), and an outdated website. Key recommendations are aimed at adapting materials for a student audience, implementing consultation planning, and creating an up-to-date database of CSOs to establish strategic partnerships.
