This report reflects the results of an external assessment of the Department of Economic Development of Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:
According to the results of the external assessment, the Department of Economic Development of the Uzhhorod City Council demonstrates mostly significant results in most areas of interaction, receiving its highest score for the level of public consultation (3.00 points). The indicators for information (2.33 points) and involvement in policy-making (2.42 points) indicate certain achievements; however, the level of partnership (2.00 points) remains the lowest due to the lack of stable ties and joint projects with CSOs. Critical factors include the absence of an internal communication strategy, unsystematic information regarding the activities of advisory bodies, and a lack of reporting on the consideration of public proposals. Key recommendations are focused on creating a dedicated section for the Department's activities on the council's website, publishing minutes and announcements of advisory body meetings, and developing consultation plans involving professional CSOs in the implementation of international technical assistance projects.
