This report reflects the results of an external assessment of the Department of Culture, Youth, and Sports of the Uzhhorod City Council in the area of public engagement. The evaluation was conducted based on the following criteria: public information, public consultations, public participation in the development and implementation of municipal policy (dialogue), and partnerships between civil society organizations and the executive body of local self-government.

Key findings:

According to the results of the external assessment, the Department of Culture, Youth, and Sports of the Uzhhorod City Council demonstrates mostly significant and excellent results in areas of interaction, receiving its highest score for the level of partnership (3.25 points). Indicators for involvement in the policy-making process (2.42 points), information (2.33 points), and public consultation (2.16 points) indicate the existence of an established practice of cooperation, although work in these areas sometimes lacks consistency. Critical factors include the lack of internal work plans and a communication strategy, insufficient information about the activities of advisory bodies on the official website, and the low activity level of the youth council. Key recommendations are focused on creating a dedicated section for the department on the council's website to group reports and plans, initiating the practice of public reporting on consultation results, reorganizing the youth council, and developing a CSO database to expand partnerships.
