This analytical report is dedicated to a comprehensive study of the state of ensuring equal access for persons with disabilities to the justice system in Ukraine. The document is based on the results of monitoring 18 courts in six regions of Ukraine, conducted in 2013. CAHR "Vested" represented by Mykola Yatskov, provided the field stage of monitoring in the Zakarpattia region. The primary goal of the study is to identify systemic barriers that prevented low-mobility groups of the population from fully protecting their rights, as well as to provide practical recommendations for improving the situation in accordance with international standards and the UN Convention on the Rights of Persons with Disabilities
Who will benefit?
- The publication is intended for court chairpersons, judges, heads of court administration, other court staff, employees of the State Judicial Administration, non-governmental organizations and activists, and all other individuals interested in building a dialogue between courts and society to improve access to justice.
Key findings:
The study revealed the inconsistency of most judicial premises with the needs of people with disabilities: the absence of proper ramps, specialized restrooms, and information centers. In addition to physical obstacles, analysts note a lack of skills in effective communication with such individuals among court staff and security. The report's recommendations emphasize the need for implementing new building codes, installing sound beacons, marking doors, and developing job descriptions that account for the specifics of serving different categories of people with disabilities
