Carpathian Agency of Human Rights «VESTED», within the grant project «Recovery and Safety: Psychosocial Support for Children and Women During War» under agreement No. 2026/04/PS-13, within the grant program «COMPREHENSIVE SUPPORT FOR CHILDREN, FAMILIES, AND COMMUNITIES AFFECTED BY WAR. SPRING AND SUMMER 2026», as part of the Project «Comprehensive Support for Children, Families, and Communities Affected by War», funded by the European Union and implemented by the Representation of the International Solidarity Fund in Ukraine as part of the Psychosocial Program PRO_MentalHealth, announces an open tender for the procurement of catering services for participants of children's day camps.

Detailed Description of Procurement
Procurement of catering services for participants of children's day camps, which includes: organization of lunches; snacks/coffee breaks; provision of drinking water during events. Services will be provided approximately in Uzhhorod and Vinohradiv / Vinohradiv community of Zakarpattia region according to the actual dates and locations of the events. Estimated duration of events - June–September 2026. The estimated number of participants and event schedule will be communicated to the winner additionally before each event. Estimated menu requirements: The tender participant must provide approximate menu options for several days, taking into account the children's format of the events. Catering may include: lunch (first course, main course, side dish, salad, drink); snacks (pastries, fruits, snacks, juices, etc.); constant provision of bottled or packaged drinking water.
The menu must: comply with sanitary standards and food safety requirements; be suitable for children's nutrition; allow for consideration of specific dietary needs or food restrictions (by prior agreement). Forms of cooperation: The following forms of service provision are allowed: delivery of ready-made meals to the event location; full organization of the catering process during events; combined format of service provision. The participant in their proposal must specify: the format of service provision; the possibility of independent organization of the catering process; availability of personnel, equipment, and logistical capabilities; estimated delivery or service time. Requirements for tender participants: Business entities duly registered in accordance with the legislation of Ukraine are invited to participate in the tender, who: have relevant NACE codes for carrying out the respective type of activity; have experience in providing catering services; are able to ensure the provision of services within the specified deadlines; are ready to provide a price proposal; agree to payment terms with the possibility of an advance payment of up to 25% of the contract amount (in some cases, justification for an advance of up to 50% is allowed); agree to the condition of non-reimbursement of VAT; agree to the possibility of minor adjustments to the number of participants or volumes of services by the Organizer within the total contract amount; guarantee proper quality and safety of food in accordance with sanitary standards and requirements of current legislation of Ukraine; guarantee the use of fresh and quality products. The tender participant provides a price proposal; an approximate menu for several days; a description of the service provision format; a copy of the document confirming state registration; a copy of the document confirming tax status; documents confirming bank details. Essential criteria for selecting tender proposals: compliance of the participant with qualification requirements; completeness and compliance of submitted documents; compliance of services with the technical and quality requirements of the Organizer; acceptable price; proposed menu; payment terms; ability to provide services promptly; experience in providing similar services (if any).
Tender Procedures
Questions regarding the tender can be sent by email to: until May 16, 2026 inclusive. The subject line of the email must state: «Questions regarding the open tender». Only proposals that fully comply with the terms of this tender announcement are allowed to participate. Tender documents must be prepared in Ukrainian, signed by the authorized person of the participant and, if available, certified by a seal. Documents in electronic form (PDF format) must be sent to the email address: with the subject line: «Open Tender_participant name» until May 20, 2026, 17:00 inclusive. Tender proposals received after the specified deadline will not be considered. Winner determination: The winner of the tender will be determined after the financial and technical evaluation of the tender proposals in accordance with the selection criteria, but no later than May 22, 2026.
The tender results will be communicated to participants within no more than three working days from the date of decision. Additional provisions: The Tender Organizer reserves the right to: request additional documents or clarifications from participants; negotiate to clarify specific terms of service provision; change procurement volumes depending on actual need and available funding; make purchases in parts; reject any tender proposal without explanation; cancel the tender at any stage of its conduct. By submitting a tender proposal, the participant confirms their understanding and agreement with the terms of this tender announcement.
