On October 31, 2025, an exceptionally emotional, relevant, and fruitful round table was held in Uzhhorod on the topic: «Localization of National Action Plan 1325 through the improvement of local regulatory documents to prevent and combat gender-based violence». The event was moderated by Mariia Mendzhul, head of NGO Carpathian Agency of Human Rights "Vested", Doctor of Law. This round table was not just a discussion, but a truly frank debate where participants unhesitatingly shared painful problematic issues and noticeable gaps in the work of preventing and combating gender-based violence at the local level, including in Roma communities.
Attendees demonstrated extraordinary activity and engagement, indicating a deep understanding of the relevance of this topic for every community. Speakers:
• Tetiana Shcherba (National Police of Ukraine) revealed the state of affairs regarding the prevention and combatting of gender-based violence in the region.
• Yevhen Livak (representative of the Verkhovna Rada Commissioner for Human Rights) outlined the specifics of providing assistance to victims.
• Marianna Kolodii (Coalition 1325-Zakarpattia) presented the results of a gender analysis of regulatory documents, identifying critical gaps.
• Halyna Levko (NGO "Borzhava") shared valuable experience in implementing initiatives at the local level, demonstrating that change is possible! The emotionality and genuine interest of the participants created an atmosphere of mutual understanding and a desire for joint action. It was a platform where everyone could express their concerns, share the challenges they face, and, most importantly, jointly seek solutions. The results of this round table are not just conclusions, but concrete recommendations for improving the regulatory framework and practical mechanisms for combating gender-based violence, taking into account the protection needs of Roma women and girls.
We are confident that this discussion will be an impetus for real changes at the local level.
