Website Accessibility Statement

Carpathian Agency of Human Rights "VESTED" strives to make its website kaplvested.info accessible to all users, regardless of their visual, auditory, cognitive, or motor capabilities. We believe that access to human rights information is a fundamental right for everyone. This statement applies to the public Ukrainian and English versions of the website. It does not apply to the administrative panel, certain archived web projects, or external resources linked from the site.
Compliance Status Based on the results of an internal accessibility audit, this website partially complies with the requirements of the following regulations and international standards:
- DSTU EN 301 549:2022 "Information technology. Accessibility requirements for ICT products and services".
- Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of the websites and mobile applications of public sector bodies.
- Web Content Accessibility Guidelines (WCAG) version 2.2 at level AA.
The evaluation included automated testing, site structure review, keyboard navigation, contrast checks, and page scaling. The status "partially complies" means that the main pages, navigation, and features of the site are built considering accessibility requirements. Known limitations pertain to certain PDF documents and materials hosted on external resources.
What is Implemented
What Has Been Implemented During development, we implemented the following features that facilitate interaction with the site:
Accessibility Panel: users can change text size, line spacing, and switch color schemes (light, dark, high contrast).
Keyboard Navigation: site elements are adapted for control via the Tab key. A "Skip links" menu has been created, allowing visually impaired users to bypass repeating navigation blocks and go directly to the content. We avoid using shortcut keys to prevent conflicts with built-in screen reader combinations.
Animation Control: the site respects system settings for reduced motion. Main automatically moving elements include options to pause or disable animation.
Readability and Semantics: semantic HTML elements, ARIA attributes for dynamic components, and alternative texts for meaningful images are used.
Exceptions
Certain materials may not be fully accessible due to objective limitations:
PDF Documents: reports, brochures, and other materials in PDF format may lack a full tag structure for screen reader consumption. The organization currently lacks specialized software for complete tagging and accessibility verification of PDF documents. Upon request, we will endeavor to provide the required information in a more accessible format.
External Resources: we cannot fully control the accessibility of presentations, videos, documents, and other materials hosted on external websites and platforms.
